In the 22nd century, Japan enforces justice through the Sibyl System, which monitors citizens' mental states to assess their criminal potential, known as their Psycho-Pass. Inspectors enforce the law, often using lethal force, while Enforcers, former Inspectors turned latent criminals, do the dirty work. Akane Tsunemori, a young and idealistic Inspector, joins the force, eager to uphold justice. Working with Shinya Kougami, a disillusioned Enforcer, she begins to question the infallibility of the Sibyl System. As she uncovers its flaws, Akane struggles to define true justice and whether it can exist within a system that may be corrupt.
